Coincidentally, the same day we posted the overhead parking lot scene from Cincinnati, we also came across this overhead parking lot scene taken the very next year in Washington, D.C., over on the H.A.M.B. Some poking around reveals that the photo was taken in May 1974 by Jim Pickerell as part of the EPA’s Documerica project, and that the congestion was caused by a bus strike in D.C. that caused some quarter-million commuters to take to their cars. About 30 shots from Pickerell documenting the effects of the bus strike are part of the Documerica archives. Carspotters, what do you see here?
